Past Overseas Capacity Building Initiative Projects


Our Overseas Capacity Building Initiative awards grants to U.S. embassies and Fulbright Commissions for creative projects that strategically engage or support Americans studying abroad. Proposed projects need to be directly related to increasing and/or diversifying U.S. study abroad opportunities in the host country by:

  • Strengthening U.S. colleges and universities’ relationships with local higher education institutions, American Chambers of Commerce (AmChams), businesses, and/or organizations to foster academic and internship experiences abroad for U.S. students, institutional partnerships for two-way student mobility, and/or the sharing of institutional resources and best practices in student exchange;
  • Increasing engagement with Americans studying/interning/teaching abroad;
  • Building institutional capacity with local colleges and universities to enable them to host more Americans studying/interning/teaching abroad; and
  • Advocating for U.S. study abroad in the host country, and integrating U.S. study abroad into mission goals and objectives.

Workshop Summary: On May 11, 2016, Professor Heather Thompson, Director of Study Abroad from the University of Texas at Austin, conducted a capacity building workshop in cooperation with Fulbright Argentina. Professor Thompson discussed the U.S. university system and general and specific educational exchange experiences. Representatives from public and private Argentine universities also gave presentations on exchange programs. Participants included officers from public and private universities in charge of International Exchange Programs and Students. During the workshop, participants divided into groups to discuss case studies dealing with academic barriers, innovations and solutions, positive and negative impact of program providers in Latin America, challenges and opportunities of capacity building, and advantages and disadvantages of customized programs. 


  • Address the advantages and challenges of increasing educational exchanges in Argentina
  • Address how to develop contacts with U.S. universities and how to prepare Argentine universities to receive American students and to send Argentine students to the U.S.
  • Propose how to train officers that will be in charge of addressing the needs of the visiting students


  • Most participants expressed great satisfaction with the workshop and said it had helped them understand the U.S. university system better
  • Both public and private universities are interested in exploring and implementing exchange programs with U.S. universities
  • Participants learned about the challenges and requirements for receiving U.S. students

Participants expressed great interest in learning more about the U.S. system including, credits, grading, special requirements, and cultural differences

Remarks from Professor Heather Thompson:

  • A misunderstanding is that most Argentine universities are not concerned with balancing reciprocal exchange programs because university is free to attend
  • American universities could use one-way direct enrollment for outbound mobility
  • Supplemental programming like site visits, internships, and service learning could be invaluable in supporting the American student’s time abroad

Workshop Summary: On September 13-14, 2015, American Councils in Yerevan held a workshop for representatives of Armenian universities. Speakers from American Councils and the U.S. Embassy emphasized that Armenia has the potential to attract a greater number of U.S. students, and the speakers discussed with representatives of Armenian higher education institutions ways of expanding marketing to Armenian audiences. The workshop featured sessions on study abroad trends, value-added of academic exchanges, lessons learned from past U.S. student programs, and tips for communicating with U.S. audiences.


  • Develop the capacity of higher education institutions (HEIs) to attract U.S. students
  • Serve as a platform for U.S. Embassy engagement
  • Generate content for USA Study Abroad audiences


  • Strengthened relationships with contacts at universities that the Embassy works with less frequently

o   Participants have attended various meetings and events since the workshop, including a reception at the Ambassador’s home where U.S. grantees in Armenia and university representatives met

  • Beginning of a longer focus on supporting Armenian higher education institutions by connecting them with opportunities and resources

Workshop Summary: On February 19, 2016, Fulbright Austria conducted a workshop for resident directors of American programs and representatives of international office of higher education institutions in Austria. The workshop featured presentations on Austrian visa and immigration laws for U.S. students and challenges of serving students abroad including security, safety, liability, and risk. Dr. Pia Schneider, the resident director of the Iowa State University Program in Rome, gave a presentation on the Association of American College and University Programs in Italy, an organization that articulates the interests of U.S. students. Fulbright Austria wanted to encourage the Austrian participants to consider creating or joining such an organization. Lastly, EducationUSA gave a presentation on best practices and challenges of managing diversity in student mobility programs.


  • To evaluate current challenges for U.S. students
  • To discuss issues related to visas and residency permit regulations
  • To share best practices and to improve communication among resident directors
  • To discuss the challenges of recruiting diverse students and providing support for them on site
  • To discuss formally establishing an organization for resident directors


  • Resident directors were pleased to have an opportunity to meet with Austrian authorities and the local RSO officer
  • The Austrian resident directors’ attendance of the meeting conveyed a genuine interest in establishing an Austrian national association for U.S. study abroad providers in Austria


BELGIUM: COMMISSION FOR EDUCATIONAL EXCHANGE BETWEEN THE U.S., BELGIUM, AND LUXEMBOURG                                                                                                     Back to top

 Workshop Summary: The Brussels Fulbright Commission held a capacity building workshop on March 16, 2016, for Belgian educational administrators at university colleges. The workshop explored examples of successful exchanges between U.S. and Belgian institutions, best practices in attracting U.S. students and partnering with U.S. institutions, and available resource opportunities within the EU to help facilitate such partnerships and exchanges. 


  • To promote exchanges between Belgian university colleges and comparable U.S. institutions


  • Participants increased knowledge of what U.S. students and higher education institutions look for in international exchange
  • The majority of participants increased knowledge of EU sources of support for exchanges
  • By using feedback from the workshop and the contact information of the participants, the Fulbright Commission is helping to create a network of exchange program coordinators around Belgium to allow them to more easily share and learn from each other



Workshop Summary: U.S. Embassy Sofia invited Fulbright Specialist Dr. Scott Waring, Associate Professor at the University of Central Florida, to collaborate with four main Bulgarian institutions from November 1-19th, 2016. Representatives from Sofia University, Varna University of Management in Varna, American University of Bulgaria, and South West University in Blagoevgrad were present. Dr. Waring presented lectures at the undergraduate and graduate levels; conducted needs assessments, surveys, and institutional research; consulted with administrators and instructors of post-secondary institutions on faculty development; and provided individual, specific feedback to each institution.


  • Attract more American students to Bulgaria
  • Encourage Bulgaria’s youth to take on leadership roles to ensure a new generation with democratic values
  • Contribute to future economic prosperity by strengthening Bulgaria’s institutions


  • Once Dr. Waring receives a letter of commitment from an institution, an individual Memorandum of Understanding will be created for their collaborative goals

o   These goals include student exchanges, study abroad programs, and summer institutes

  • Dr. Waring would like to lead a study abroad program for the University of Central Florida


CANADA: U.S. STUDY ABROAD CAPACITY-BUILDING WORKSHOP CANADIAN FULBRIGHT COMMISSION                                                                                          Back to top

Workshop Summary: On May 25, 2016, Fulbright Canada held a capacity building workshop for senior administrators, tribal college representatives, faculty members in Native American and Indigenous Studies departments, and representatives from study abroad offices in Canada and the United States. The workshop included small group discussions on sharing best practices for promoting study abroad for Indigenous students; developing and leveraging Aboriginal community partnerships with Indigenous-to-Indigenous learning; creating institutional partnerships; recruiting and engaging Indigenous students; and funding exchange programs through 100,000 Strong in the Americas. Canadian and U.S. institutions may submit proposals to establish academic exchange programs at


  • Explore challenges and opportunities surrounding the development of study abroad programs for Indigenous students.


  • The workshop acted as a springboard for individual educational institutions and organizations in Canada and the United States to recognize the value of developing partnerships in this shared endeavor.
  • A new goal came out of the workshop: to establish a virtual and in-person network that will  pave the way for partnerships capable of providing study abroad programs that recognize the unique experiences of and provide support to Indigenous students.
  • The small group discussions gave rise to different thematic areas from which Fulbright Canada can draw best practices and guidance when exploring creative ways of engaging, supporting, and offering study abroad opportunities to Indigenous students
  • Workshop participants are in the process of developing study abroad experiences that target Indigenous students

Workshop Summary: A conference on encouraging U.S. student exchange in China was jointly hosted by the U.S. Embassy in China and the Chinese Ministry of Education on September 22, 2016. Education stakeholders from government, universities, enterprises, and NGOs all participated in the conference and shared best practices. Project Pengyou, an organization focused on promoting US-China student exchange, facilitated and lead the discussion. The workshop featured seminars on American tertiary students studying abroad in China and on government initiatives supporting American students to take part in exchange programs in China. The workshop also included presentations on successful programs based in China, successful partnerships with U.S. universities and/or consortia, and best practices and challenges to establishing academic credit programs. Challenges identified include inadequate availability of housing on Chinese campuses, securing appropriate visas, concerns for credit-transfer, and language barriers.


  • To discuss ways to better promote exchange opportunities in China
  • Ways to attract American students to China


  • Involving the Chinese government with interacting with institutions and prioritizing study abroad
  • Adjusting study abroad curricula to match the needs of U.S. students
  • Strengthening marketing on U.S. campuses
  • Expanding Mandarin language skills among U.S. students
  • Engaging alumni of study abroad programs in recruitment efforts and career mentoring
  • Developing a comprehensive online resource on study abroad opportunities in China

Workshop Summary: Fulbright Bogota invited directors of international offices at accredited Colombian universities, representatives from the U.S. Embassy in Bogota, Colombian entities like ICETEX and COLCIENCIAS, a representative from the Institute of International Education, and staff members to participate in the workshop that took place on June 24, 2016. The workshop included a panel discussion on models for increasing U.S. student mobility; a presentation on the Open Doors Report, Generation Study Abroad, and the IIE Passport database; and working groups on strengths and weaknesses of the Colombian higher education system, ways to attract international students, challenges of receiving more U.S. students, requirements for creating new mobility agreements with the U.S., and resources and opportunities for collaboration.


  • To discuss methods for increasing U.S. student mobility to Colombia


  • The workshop encouraged a very productive dialogue about methods and requirements for bringing more U.S. students to Colombia
  • Strengths and weaknesses of Colombia as a study abroad destination were identified



Workshop Summary: This workshop held on April 19-20, 2016, brought together Czech and U.S. educators and international staff focused on STEM and allowed them to explore potential collaborations. Presentations at the workshop included the general differences between Czech and U.S. systems of higher education focusing on STEM and on partnership models for engineering student mobility. The workshop also featured several panel discussions on the study abroad needs of U.S. Institutions, the current capacities of Czech programs for U.S. study abroad, and the use of internships within study abroad. 


  • To increase the study abroad participation of U.S. students in STEM fields
  • To attract these students to Czech higher education institutions


  • Connected U.S. educators with contacts from a large group of Czech international educators who represent schools with STEM fields and companies that offer internships
  • Gave U.S. educators a deeper knowledge of Czech higher education environment and the opportunities that Czech higher education institutions can provide to U.S. STEM students
  • Helped Czech educators understand how to approach their U.S. colleagues and how to structure programs that cater to the needs of U.S. counterparts
  • The workshop provided the necessary first steps in order to have more international educational opportunities and collaboration between universities



 Workshop Summary: The first ever Fulbright Capacity-Building Workshop on Fulbright Services and Attracting U.S. students to Finland was organized in Helsinki on April 6-7, 2016. Representatives from the international offices from 12 Finnish research universities, eight universities of applied sciences, the Ministry of Education and Culture, the Centre for International Mobility (CIMO), University Admissions Finland, European Association for International Education (EAIE), and the Union of Students in Finnish Universities of Applied Sciences all attended. The workshop included presentations on Fulbright grant programs to increase staff and student mobility, the Fulbright Speaker program, the Higher Education Expert Study Tours to the U.S., expert services and institutional advising,  how to stay up-to-date on Fulbright Center activities and news, and best practices and success stories of recruiting U.S. students. The workshop also featured panel discussions and a conversation with the Fulbright Center Deputy Director.


  • To help Finnish universities build upon their international programs through the internationalization services of the Fulbright Center
  • Enable Finnish university to better reach and recruit American students to abroad study in Finland


  • The Fulbright Center team gave concrete examples of internationalization services that universities can use to grow relationships and create contacts and lasting linkages with U.S. universities
  • The workshop enabled participants to learn about U.S. students’ motivations, perspectives and decision-making processes when they compare study abroad destinations
  • Participants were able to share their experiences, efforts, and challenges in U.S. student recruitment with other workshop participants

o   Short-term study abroad programs during the summer customized for U.S. students are popular

  • The participating universities are now better informed and more committed to promote Fulbright grant opportunities through their own channels.
  • Fulbright Center has agreed to host a round-table to find a solution for a shared problem with transferring student loans from the U.S. to Finland
  • Fulbright Center will also collaborate with the Ministry of Education and Culture, CIMO, and Finnish higher education institutions to improve the visibility of study abroad programs offered by Finnish universities




Workshop Summary: The five-day workshop from June 5-11, 2016, invited representatives of nine U.S. universities to Hungary to meet representatives from a select number of Hungarian higher education institutions and to visit both public and private universities in Budapest and in Pécs. The workshop focused on three thematic strengths of Hungarian higher education: music and the arts, mathematics and natural sciences, and ethnic minority studies and social sciences.



  • To increase the number of international students and to increase the diversity of students at Hungarian institutions that have recently developed and expanded quality international study abroad programs


  • Introduction to Hungarian higher education and visits to the Fulbright Commission and the EducationUSA Advising Center
  • Site visits to traditional Hungarian universities in Budapest and the southern city of Pécs, a think tank, private higher education institutions, and Roma residential colleges
  • Briefing on the internationalization of Hungarian higher education at the Ministry of Human resources


  • U.S. university representatives gained a deeper insight into Hungarian higher education and received a diverse picture of the international programs offered
  • University representatives built contacts and planned to develop and enhance institutional cooperation
  • There are plans for future cooperation and Fulbright Commission will provide all assistance to realize those ideas
  • “It may well be that our Business College would like to develop ties with Corvinus University, and it also is possible that our Mathematics Program will want to engage with Budapest Semesters in Mathematics. I think our Hungarian Studies program at CSU will want to build a relationship with a summer study Hungarian as a Second Language program somewhere in Hungary.” - Gregory Sadlek, Dean, Cleveland State University




Workshop Summary: The workshop took place on April 19, 2016 with Icelandic administrators and faculty leaders in targeted programs, a current U.S. Fulbright scholar, and three U.S. study abroad experts from U.S. Institutions all in attendance. The workshop focused mostly on graduate programs with some focus on short-term undergraduate programs in fields where Iceland has particular expertise and/or international standing: natural sciences, social, sciences, and design. The workshop included presentations on the Icelandic higher education system, current policy work and development, and current cooperation between Icelandic and U.S. HEIs, and challenges and opportunities regarding recruitment. The three U.S. study abroad experts led discussions on attracting U.S. students to Iceland. After the discussions, the participants split into three smaller, targeted discussion groups with the experts to focus on marketing, curriculum, and research.  


  • Familiarize Icelandic higher education institutes with the study abroad needs of U.S. institutions
  • Explore how and why U.S. students choose graduate programs abroad
  • Discuss best practices for attracting U.S. students.


  • The event raised broader issues that needed to be addressed, including policy issues
  • University staff was able to learn about the U.S. student market
  • The workshop was important in raising the profile of the Fulbright Commission as a partner and a resource for Icelandic institutions



Workshop Summary: Starting in June 2016, Anurodh Nepal, a local NGO that works on youth empowerment and education, contacted two educational institutions in Nepal interested in developing a partnership with U.S. institutions. Through video conferencing and email, Anurodh Nepal has matched two U.S. institutions with two Nepali institutions. Webster University (St. Louis) is partnering with Thames International College and the University of Wisconsin-Milwaukee is partnering with King’s College.


  • To develop a partnership planning process with U.S. institutions
  • To develop institutional strategies for nurturing international partnerships and student exchanges
  • To reverse the downturn of Nepali students enrolling in U.S. higher education programs


  • The universities are currently discussing the logistics of partnering models
  • Representatives of the U.S. universities will visit Nepal to strengthen the partnerships by:

o   Meeting with the local partners and government officials to gain an overall perception of the partner institutions’ infrastructure

o   Meeting partner institutions’ faculty members and students

o   Discussing future study abroad plans and gaining government support


PERU: BUILDING STRONGER U.S.-PERUVIAN RELATIONS THROUGH STUDY ABROAD PROGRAMS                                                                                                                  Back to top

Workshop Summary: U.S. Embassy Lima put together four capacity building events including a study abroad competition; a capacity development workshop; a social event for U.S. students, interns, and teachers abroad and U.S. officials; and a networking lunch at the 2016 EducationUSA fair in Lima.


  • To provide Peruvian universities with the tools necessary to develop closer relationships with U.S. universities, while highlighting Americans studying abroad in Peru
  • To host a workshop in order to help Peruvian Universities develop their capacity to host more U.S. students and establish study abroad programs
  • To provide an opportunity for U.S. officials to engage American students, interns, and teachers on their experiences and to connect them with local partners relevant to their field of study


  • A study abroad competition launched May 23-September 2, 2016 asked study abroad participants to create appealing ways to convey to their host and home institutions and peers the positive experience they have had overseas. The top four students who created the most compelling products won $500. 
  • A Capacity Development Workshop held on August 8th, 2016 with 69 university participants included insights from U.S. students studying in Peru on how to attract U.S. students; Skype discussions with  U.S. university representatives on U.S. university requirements for  establishing  study abroad programs; a panel of representatives of several Peruvian universities that already have successful study abroad programs; and discussion of institutional challenges that inhibit study abroad programs and possible solutions.
  • The U.S. Embassy hosted a social event at the Marriott Hotel on September 21, 2016, with 126 participants in order to highlight the importance of Americans studying and working abroad.
  • The networking lunch at the EducationUSA fair September 2nd, 2016,  served as an opportunity for  55 Peruvian and U.S. university representatives and 5 officials from the Ministry of Education to explore possible areas of exchange and/or partnership.


PHILIPPINES: EMBRACING A GLOBAL CAMPUS: A CONFERENCE ON PARTNERSHIPS, EXCHANGES, AND STUDENT MOBILITY FOR HIGHER EDUCATION ADMINISTRATORS IN THE PHILIPPINES                                                                                                         Back to top

Workshop Summary: The Embracing a Global Campus Conference took place on October 4th, 2016, and included officials from the Commission on Higher Education (CHED), administrators in select local universities, and representatives from U.S. universities. The workshop featured a panel of Philippine higher education administrators on creating a partnership strategy, a Q&A session with representatives from USAID’s Science, Technology, Research and Innovation for Development (STRIDE) Program and the Consular Section’s nonimmigrant visa unit, and a presentation on a new CHED-funded Fulbright award.


  • Build capacity of local higher education institutions
  • Create partnerships with American universities
  • Host American students as part of formal exchanges


  • All participants expressed feeling better prepared to seek out partnerships with U.S. institutions
  • Since the workshop, CHED has opened their offices as a site for EducationUSA advising once per month
  • CHED helped the Embassy organize a group of 30 Philippine higher education institution representatives to meet U.S. representatives for a networking lunch during EducationUSA’s 2017 South East Asia Fair Series on February 7th, 2017
  • There is discussion about initiating an International Academic Partnership Program with the Institute of International Education (IIE) and CHED that would bring U.S. universities interested in partnerships and exchanges with Philippine universities to the Philippines


POLAND: PARTNERSHPS BETWEEN POLISH AND AMERICAN UNIVERSITIES IN PRACTICE                                                                                                                      Back to top

Workshop Summary: Fulbright Poland invited 23 Polish higher education decision makers and administrators and 9 representatives of U.S. higher education institutions for a capacity building workshop that occurred on April 20th, 2016. The workshop featured one-on-one meetings of Polish and U.S. higher education representatives, as well as presentations on building partnerships with U.S. higher education institutions, on successful partnerships with The Cracow University of Economics and Grand Valley State University and with Warsaw Institute of Aviation and Ohio State University, and on the Erasmus program’s contribution to cooperation between Polish and U.S. HEIs institutions.


  • To facilitate partnerships between Polish and U.S. higher education institutions
  • To increase and diversify U.S. student mobility to Poland


  • Directly contributed to increasing and diversifying U.S. study abroad by:

o   Bringing together Polish and U.S. higher education representatives with potential interest in building partnerships.

o   Addressing a variety of key issues specific to Polish-U.S. cooperation

o   Creating a platform for knowledge exchange between participants from a wide range of Polish institutions

o   Disseminating materials on Polish-U.S. interuniversity linkage

o   Conference resources, presentations, and footage have been sent to participants to be shared with a wider higher education community in Poland

  • Planned a six-month follow-up survey with Polish participants to evaluate the project’s tangible impact
  • Revealed the need for more guidance and attention to the topic of institutional Polish-U.S. cooperation

Workshop Summary: On October 6-7th, 2016, the Fulbright commission in the Slovak Republic invited 40 participants from 19 local institutions to participate in a capacity building workshop. The workshop included a presentation on the need for collaboration with international education institutions and a review of two case studies, one on how the Czech Republic can successfully implement short-term study abroad programs, and the other on cooperation with North Carolina University. The Workshop also featured discussions on the importance of international strategy, bilateral partnerships and levels of cooperation with U.S. partnership universities and on current trends in international student mobility.


  • To provide Slovak institutions with an overview of common education abroad program models
  • To familiarize Slovak institutions with U.S. institutional requirements, policies, and procedures for study abroad programs


  • Participants gained deeper knowledge of higher education environment in U.S. and in European countries
  • Participants facilitated contacts among a large group of educators and explored opportunities for cooperation and training in the future
  • Participants explored how to attract U.S. students to study in Central Europe, the challenges of study abroad programs, and the impacts and importance of study abroad programs



Workshop Summary: The U.S. Study Abroad Capacity-Building Workshop took place March 14 and 15, 2016, and was attended by numerous higher education representatives, including: Fulbright Campus Advisors from National Taiwan University and National Chengchi University; representatives of local international offices of seven universities in the north of Taiwan; representatives from FICHET (Foundation for International Cooperation in Higher Education of Taiwan); representatives from the Ministry of Education and Taipei Education Bureau; representatives of the National Association of Fellowship Advisors; U.S. Fulbrighters and English Teaching Assistants in Taiwan; and representatives from South Taiwan universities. During the workshop, attendees participated in a roundtable discussion of obstacles to and ideas for increasing American study abroad in Taiwan. The workshop also featured discussions of observations of American study abroad trends and reactions from U.S. university representatives.


  • To identify issues that U.S. students face when studying abroad in Taiwan
  • To connect Taiwan and U.S. universities via Fulbright Campus Advisor Program, EducationUSA, and U.S. partners.


  • A recognized need for a platform for processing placement work and credit recognition for U.S. students studying in Taiwan.
  • Dr. Min-Ling Yang, Director General of Department of International and Cross-Strait Education at the Ministry of Education, requested that Fulbright Taiwan establish a Taiwan-U.S. consortium for bringing more U.S. students to study in Taiwan



Workshop Summary: Fulbright U.K. used the grant to create a toolkit for Summer Institute participants who became Study Abroad Ambassadors, which they can then use to share their study abroad experience and provide resources and information to fellow students. These study abroad ambassadors were equipped to talk and present to their peer groups back in the U.S. to encourage others to study abroad.


  • To develop flyers and a PowerPoint template that Study Abroad Ambassadors can use to make presentations to young students from diverse backgrounds about studying abroad.

Workshop Summary: On October 12, 2016, Embassy Hanoi hosted approximately 200 participants from northern, southern, and central Vietnam for the first U.S. study abroad conference. Speakers at the workshop included Fulbright Teaching Assistants and Regional English Language Fellows from Cambodia and Laos. The speakers shared their experiences as Americans living and working in Vietnam and contributed ideas for recruiting international students. Other speakers included a representative from the Institute of International Education, eight representatives from Vietnamese institutions, and advisors from EducationUSA. The workshop also included panels covering current trends in U.S. study abroad programs, expectations from U.S. universities and students, and how to meet those expectations.


  • To engage with Americans currently working, studying, or interning abroad
  • To increase the hosting capacity of various local institutions in Vietnam


  • Mission Vietnam will engage in more activities that promote U.S. study abroad and support the establishment of a network of U.S. study abroad program providers in Vietnam
  • EducationUSA will organize more capacity building workshops and has started building a database for host institutions and their international students in Vietnam
  • Embassy Hanoi will reach out to the Bureau of Educational and Cultural Affairs in the State Department for periodic information about U.S. institutions interested in offering study abroad programs in Vietnam
